SLAAC is a short form for Systematic Land Adjudication And Certification. Its an initiative of the Government of Uganda through the Ministry of Lands, Housing and Urban Development with help from the World Bank.
As part of Land Tenure Reform, the Ministry of Lands, Housing and Urban Development (MoLHUD) developed a second Land Sector Strategic Plan (LSSPII) which is intended to provide the operational framework for advancing land sector reforms necessary to frame and safeguard Uganda’s land tenure system and rights for land users; streamline and modernize land delivery; encourage optimal use of land and natural resources; and facilitate broad-based socioeconomic advancement without overburdening and threatening the national ecological balance.
One of the objectives of the LSSP II is “to increase availability, accessibility and affordability of land information for planning and development”. A key strategy to achieve this objective is to review and roll out a national program of systematic land adjudication and certification (SLAAC).
SLAAC Project is aimed at mapping and processing of land titles for selected parishes in the districts of Mbarara, Kiruhura, Ibanda and Oyam in Uganda.
The survey and mapping consultancy was awarded to a Nigerian firm GIS/Transport
GIS/Transport subcontracted Spot Surveyors and Engineering Consultants (SPEC) a Ugandan Survey and Enginering firm for all the field data collection and Management.

Spot Surveyors & Engineering Consultants (SPEC) is a professional surveying and mapping company, engaged in Uganda, East Africa and Africa. SPEC provides an extensive range of Geomatic services, including Surveying, Geographical Information Systems (GIS) and Mapping.
A number of activities done by SPEC on SLAAC Project include;
- Community sensitization.
- Establishment of GCPs
Activities yet to be done include;
- Mapping of parcels
- Data management
- Title processing.
- OpenStreetMapping.
OpenStreetMapping for SLAAC
For this activity, SPEC hope to involve the Openstreetmap Uganda Community to help out on mapping buildings and roads using satellite image on the openstreetmap platforms including ID Editor and JOSM.
SPEC will request the MapUganda community to create a task on the HOT Tasking manager and all the mebers of the community will help out on mapping the task that will cover the selected parishes in selected districts in Uganda.
MapUganda community has always helped out on mapping for different courses of action including Refugee mapping, Uganda open mapping and mapping for Clean Streets in Kampala.
Data generated from OpenStreetMapping will help in identifying how many families have benefited from the project, where there is no accessibility, planning purposes by local councils and also open data for other initiatives.

ReplyDeleteMy parish Nyaruhandagazi formerly belonged to a Mailo land (monarch) We are reliably informed that it now belongs to ULC. We are requesting that you include us under the SLAAC project if its not too late.
ReplyDeleteSecondly, if we can't benefit from that project, how can one get a title? The Mbarara lands office tells us that this land is not under their authority.
